2020 Legislative Session

The 20​20 Missouri Legislative Session officially began January ​8 and will adjourn May 15. The following agenda was approved by the MDA's Legislative and Regulatory Committee. In addition to the agenda, the MDA consistently monitors scope of practice, regulatory and third party payer matters in regard to the dental profession. 

2020 Legislative Agenda

Carrier Overpayment Reimbursement Responsibility: To prevent health carriers from reducing the reimbursement rates of claims due to an overpayment made on a previous claim to an unrelated provider or patient. The health carrier will be responsible to obtain overpayment of claims.

Temporary & Emergency Credentialing: To address the issue of temporary or emergency credentialing. The MDA will not file a standalone bill but instead will collaborate with other healthcare associations to include this language in a larger healthcare credentialing bill. 

Budget Items: MDA will support Medicaid funding (to both increase provider reimbursement rates and maintain/increase current funding for adult dental services) and for continued funding for both Dental Lifeline Network – Missouri Donated Dental Services and Elks Mobile Dental Programs.

2019 MDA Legislative Session Success 

The entire 2019 MDA agenda was passed through budgetary funds and SB 514.

Insurance Reimbursement Methods (Virtual Credit Cards): Allows healthcare providers to choose their reimbursement method and prohibits insurance companies from requiring electronic payments.

Claims Denials on Prior Authorization: Prohibits dental carriers from denying claims that received prior authorization.​
