201​6 Legislative Session Agenda

Missouri’s legislature will officially convene January 6, 2016 and adjourns May 13. There will be two main areas your legislative team will once again be working on this session: Insurance Policy Reform and Medicaid Funding. In addition to these areas, the MDA will work to defeat or alter any legislation or regulatory matter which is not in line with MDA stated policy.

Insurance Policy Reforms - Require PPO Listing Updates
The MDA will work with the appropriate agency(s) and/or seek legislation that mandates insurance companies to update their dentist provider list upon official notification of the provider’s change of participation status and/or change of practice address.

Community Water Fluoridation
MDA will continue to support the fluoridation efforts of various agencies to notify the public and state departments at least 90 days prior to a vote relating to fluoridation.

CBCT/Panoramic X-ray Systems

The MDA will once again support legislation that changes the current annual inspection requirements of these units to once every six years.


The MDA will support legislation that assists MO HealthNet providers in receiving reimbursements for services provided.

Medicaid Funding - Increase Provider Reimbursement Rates

The MDA will support legislation that would increase the rate at which the state reimburses Medicaid providers that provide dental services.

Medicaid Funding - Restore Funding for Adult Dental Services

The MDA will support legislation that would restore recurrent funding for adult Medicaid dental services.

Dental Hygienist “Extended Access”
The MDA will monitor the MDHA’s continuation of last year’s legislative efforts. The MDA is in opposition to their proposed 2016 legislation as it is currently written.
